Subject: In the Norska Barne-, ungdoms- og familiedirektoratets (Bufdir) previous work with a report on living conditions for persons with intellectual impairment it was found that there was very little knowledge of people with intellectual impairment and Sami background. In the continued work also appeared that there was generally very little knowledge of people with disabilities and Sami background in the Nordic countries. The Nordic welfare center were therefore in 2013 commissioned by Bufdir to perform a preliminary study where they summarized that existed knowledge and gave suggestions on a project that could generate more research and knowledge in the subject. Based on this preliminary study and knowledge overview the Nordic welfare center was commissioned by Bufdir to coordinate and implement the project Samer with disability.

General text:  This study shows that knowledge about the conditions for people with disabilities is scarce among officials in the 19 municipalities that are part of the Sami administrative area in Sweden.

Education about Sami culture and languages is generally lacking and the cultural understanding is inadequate in most municipalities. There are few examples of an organizational strategy on how to deal with these issues in the studied municipalities, despite the fact that Sami here has enhanced rights.

The study has been conducted as a structured qualitative survey and interview study. The focus has been on a selection of officials in the selected municipalities directly affected by the handling of interventions for people with disabilities in education, care, service and support. Persons in charge of accessibility or Sami issues in the municipality have also been included.
